I’m not sure what you mean by “managed”. Your iPhone will show all of the Wi-Fi networks within range of your iPhone; your neighbors, nearby businesses, hotspots for Wi-Fi access provided by your carrier, etc. You can only “forget” a network that you have previously connected to. Just ignore all but the one you want to use.

Because they are installed by your Cellular provider and you cannot remove them. They use those for a number of reasons and depend on which cell provider you have. T-Mobile has 2 and they use them to provide free in-flight WiFi on participating airlines. Verizon has free WiFi access in many sports stadiums. You can contact your cell provider, but those networks are usually in the agreement for you to use their service. If you remove the SIM, they will immediately go away.
You have nothing to worry about and there is nothing nefarious going on. Your device is not being remotely managed at all.
When you go to Settings > Wifi > Edit, it will list the Managed Networks provided by your cellular company. I honestly don't know any cellular provider that does not have at least 1 Managed Network to facilitate their coverage.
Users see this and think their device is being managed and it freaks them out. Not sure if Social Media facilitates this scare tactic or if they just randomly come across it, but the posts about them seem to come in waves.
They are not removable, although if they could it would be the cellular provider that would do that. Most user agreements that I have seen acknowledge that the service the user signs up for includes those Managed Networks. If we knew the Cell Provider of the OP, we could potentially provide more details.
The "managed" networks are very likely placed there by your carrier, so you can use their Wi-Fi network signal in a number of different public locations, like airports for example.
You won't be able to delete them......unless you want to terminate your agreement with your provider.
But....chances are the next provider that you choose will place managed networks on your phone anyway.
Just know that the managed networks are there and pay no attention to them.
Ask your carrier. They are most assuredly provided by them as many providers do. They are NOT nefarious and actually permit you to connect to your carriers public Wifi when you are in a location where access can be acquired. They are also much more secure connections than accessing a free public Wifi address, where your data may be collected.
