What exactly are the differences between offline and online maps?

I was wondering about this setting “Always use offline maps”. Should this be turned on all the time and what is the difference between online and offline?

Online Maps are maps that are retrieved online and on demand depending on your location and destination. Offline Maps are maps that you download based on your location habits (for example, home and work vicinities) and then have your iPhone use only offline maps. You can use the Always use offline maps feature if you know that you will be in a location with no data access for the maps or in known areas of poor connectivity.
