My Mum recently sent me my dad's cell phone. she has just held onto it since he passed away in May of 2021. I've reset the phone, went to Apple to do recovery, but because we don't know his Apple ID or & password, I can't start using the phone. How do I proceed so I can start using his phone?

How can I reset a cell phone that still has the old Apple ID? It's my dad's phone and he passed away in 2021.
