iCloud and google storage charges

That's your choice. If you sync to iCloud, you need not also sync to another provider. Or, vice versa. Some folks maintain two sync locations "just in case."

Well only you can answer that question.

icloud storage is used to either sync or backup data to the cloud.

Google storage is used for your gmail if you have one and storage for your google photos.
