Macbook's announcing everything inspite of the voiceover being turned off

My macbook's voiceover has always been turned off, ever since the new update (macOS Sonoma 14.3.1), it announces everything out loud, literally whatever the cursor touches, no clicks either. The vioceover is turned off. How do I stop it from announcing everything?
