How to permanently disable VoiceOver at startup on 2026 MacBook Pro?

2026 MBPro I have tried to turn off Voiceover with no luck. It comes on randomly at startup which is very annoying. I want Voiceover gone!

if VoiceOver turns on at the log on screen, then you’ll have to go into system settings and then lock screen and at the bottom, there’ll be an accessibility options button you click on that and voiceover needs to be not selected and that will stop it from turning on at the log on screen. If it turns on once you’ve logged in, then you’ll need to go system settings, then accessibility, and then voiceover and make sure that has turned off.
