so i am in the middle east U.A.E so i recently bought a phone and i want to check whether if the battery is boosted or not. So my question is can i go to the apple store and check my used phone thoroughly to see if there are any issues.

You can check the battery health by opening Settings ➡️ Battery ➡️ Battery Health ➡️ Maximum Capacity: Here, the system will tell you how much maximum capacity of the battery is left in percentage. If the Maximum Capacity percentage is 80% or less, then the battery should be replaced according to Apple.
Your other question regarding visiting the Apple Store to get a diagnosis on a used iPhone that you purchased is entirely up to that particular Apple Store. You should contact that Apple Store and ask them about this.
