Voice over won't turn off on my Mac mini

Somehow Voice Over became activated on my Mac Mini and now everything my mouse passes over is spoken by my computer. I have tried to reboot, tried to turn it off in Accessibility settings (it doesn't show that it's on), tried the hot keys (command-F5) and even updated the OS (currently 14.3.1). It won't stop. It's very annoying, especially when I'm on a zoom call and others hear it (I can't mute the computer speakers when I'm participating in a zoom). I'm ready to just throw the computer in the trash. Please help.

This is my problem to. I already want to read all text on my screen, so set this in setting buts it's not work until 14.3.1 update. for disable this feature go like this:

1- Go to setting.

2- Search for Accessibility and click on it.

3- Find Spoken Content in Vision part of accessibility setting and click on it.

4- Unchecked Speak item under the pointer.

One example, when I put my cursor in a Pages document, it automatically begins reading the entire document. I discovered that I can turn that voice off by turning on Text to Speech and then clicking the stop button. But if my speakers aren't muted, it makes it virtually impossible to work on a doc, since the voice starts up every time I move my mouse into the doc.
