Is there a way to print in booklet form in Pages? I can't find that feature.
iMac 24″, macOS 14.3
I only have one printer here so as you have discovered, it may be printer and driver specific.
There is a LBP 7660Cdn which I surmise is duplex, but does that mean your 7660C is non-duplex and may not have the Booklet feature in the driver without duplex?
Could that be a printer-specific option? I don't see Print as Booklet as an option with my Canon LBP 7660C in Pages v13.2 on macOS 14.3.1.
Pages File menu : Print… : Layout > Pages per Sheet > Print as Booklet.

My printer is definitely duplex, I use the feature frequently.
