Why do i need to purchase additional storage from iTunes at $2.99 mo?

I don't recall receiving any explanation as to why I might need additional storage from Apple. I have a new Mac desktop and a newer iPhone. I don't see why I need to purchase extra storage especially when iTunes never has allowed me to download the music i purchase through iTunes a long time ago. What gives?

You would only need to buy more iCloud storage if you had already filled up the storage you currently have.

5GB of storage is free.
