A reset is insufficient. You must completely erase the iPhone before restoring an iCloud backup.

Why not?

What happens when you try?

If by reset, you mean restore, during setup it should have asked you if you wanted to restore from a backup and let you select one if available.

If none appear to select, then there may be none available.

Did you make a backup before restoring the iPhone?

Outside of the setup process, there is no way to access a backup on iCloud.

If you log in to https://icloud.com you should see the iCloud backup info in the "Your Storage" section.

It will tell you how much its using, and how many devices are backed up.

If you just turned it off, and turned it on again, that would not cause it to be erased and allow you to restore a backup.
