All the pictures in Photos are in the Photos Library, and there are built-in views of that Library that show all the pictures in the order they are captured (Library) or in the order they are added (Recents), etc.
Albums are lists of pictures that you like to see together. So you can have an album of pictures of Uncle Elmo, and you can have pictures of 1936, and a picture of Uncle Elmo can be in both. Since the albums are just lists, it doesn't take up any extra space to list Uncle Elmo (or anyone else) twice (or a bunch of times in a bunch of albums.) We often say the picture is in an album, but we mean it's listed in an album.
Folders can contain (they list, really) albums and other folders. So Uncle Elmo can be in the Uncle Elmo album which is in another folder full of Uncle albums. Folders can not contain individual pictures-- pictures must be in albums, or maybe just the built-in albums like Library and Recents.
On a Mac (but not an iPad or iPhone, unfortunately) you can make Smart Albums that list pictures that match certain criteria, like Photo is Favorite AND Person is Uncle Elmo. This is really, really useful!
Pictures in albums you create (but not in the ones that are built-in) can be sorted by capture date or your own order. Albums in folders can also be sorted. On a Mac, sorts can also include sorting by title.
Anything else?
