Folders in the Utility section of the Photos labeled “receipts, documents and handwriting “ had photos automatically put in them but the photos are not receipts documents or handwritten. How do I put the correct photos in these folders?

Those folders are automatically made. You cannot add photos to them yourself. You can also cannot remove photos from them if they are wrong.

Why would a “feature” be added that is 100% useless? The concept is good but if it can’t identify a receipt and you can’t put receipt photos in it, why does it exist?
