Can Apple ban someone's account for stealing my credit card?

Someone stole my wife's credit card. We've already reported it as stolen, so I'm not worried there, but shouldn't Apple ban the account that stole it? This way at least they'd be inconvenienced by having to re-purchase/download all of their apps again if they create a new AppleID.


I have the last 4#'s of their device number.

If the card has been reported as stolen, the thieves will no longer be able to use it to buy things, not from Apple or anyone else. Apple may ban accounts if they believe fraud has been committed against them. But they are not going to get involved in determining the guilt or innocence of someone who is alleged to have committed a crime against a third party.
