Disputing any charge is always done with the bank of the card being charged. It is your credit card that approves/denies purchases if you see the charge on your statement. Apple will never give you details about any other user, although a chargeback on a card may lock the users account who did use it, so they are dealt with.

Apple does work with law enforcement and if you were to open an identity theft complaint, Apple would comply with any subpoena issued by law enforcement and turn over any relevant data.

Don't forget to notify your credit card issuer, so they can issue you a new card as recommended. Most credit card companies will hold you liable for purchases if you are aware of fraudulent activity and do not report it to them within a certain amount of time. If they had your card details to make an Apple purchase, they can use it at any other retailer too.

Did you see the charge on your Purchase History for your Apple Account? If you did then your account has been compromised and you of course would want to change your password. The only way a purchase could be made on your Apple Account is by using your password. If it does not show in your purchase history then the compromise was likely limited to your credit card, and scammers likely got your number through a phishing message or by using the physical card on a terminal that had a skimmer/shimmer installed to read your account number.

Here are the four usual causes, and what to do about each case: Billed, but you didn’t buy? - Apple Community

This is case 3.

For cases involving alleged or actual payment fraud, it is not your role to investigate the transaction.

There are established and verified channels within payment networks for dealing with payment fraud, and the card issuer will use these channels to resolve this with the vendor as appropriate, based on the dispute you report to your payment card provider.

That your efforts to directly contact the vendor are blocked is entirely expected and appropriate — you’re just not part of the fraud-management mechanism, past notifying your own payment provider.
