Apple Watch constantly auto-pausing during workout

Apple Watch pauses every 10-15 seconds during a workout, even when the watch is locked.

This seems to be worse with some workouts more than others, eg. Elliptical is the worst with a maximum of 8 seconds at a time without pausing itself.

auto-pause is turned off, end workout reminder is turned off, and the watch has recently been reset but nothing is fixing the problem.

I have followed every suggestion other posters have received and nothing is fixing the problem.
