Can I monitor another iPhone?
Is it possible to monitor my wife’s iphone, but can’t get access to it.
I don’t have her apple sign in or iCloud sign in either.

No. Attempting to do so may also not be legal.
If you're just asking about location, you can ask her to share her location with you.
