I was trying to transferring data and video i shot on my iphone by usb-c cable but it always connected as charging whenever i connect it on my macbook pro m3 thunderbolt port, i was figuring how to change the usb function setting on iphone to be read out on my macbook

Your iPhone is capable of both charging AND transferring data with Mac at the same time. There is no way to ask it to do otherwise.
