IOS 17.3.1 issue SOS only
After upgrading my iPhone to 17.3.1 it’s now stuck in SOS only and I have no cell service. Restarting and reinserting the SIM card have no effect. Help!

i hope I’m the first person in the world to have the solution. Contact att have them delete and resend you a new eSIM. This was the solution that worked immediately. I assume it’s a new eSIM from their end, that’s what they told me. It’s actually an ATT issue due to their outage but somehow the iOS update made it worse.

I updated iOS operating software to 17.3.1 pretty quickly as soon as it was released due to a work app that constantly hounds me to update when a new release comes out. I have an iPhone 12 Pro on the Verizon network that only started having this issue last weekend. One second I have service and the next it is gone and has been almost a full week without the message popping up again though it has happened twice in the last hour. I have had various success with turning the phone off, turning on airplane mode, or ejecting the SIM card. Not sure this helps but wanted to add to the complaints so hopefully something is fixed soon.
The users who had the SOS problem had the issue resolved by going to their carrier and having the SIM card replaced. I do not know if it was something is the iOS update or if the new iOS triggered a Carrier update on the device, but no matter what the cause, the fix seems to be replacing the SIM card. I have not seen a user on this thread or others who experienced the problem after the card was replaced. Verizon may have more information, since you are obviously not the only one with the issue.

I thought about calling AT&T for help, but I realized I don't have any signal so there's no way I can call them lol. I tried to log into their website and see if I can get online assistance, but AT&T website was trying to text me a verification code to login. Ironically, I coudn't receive any text because I'm out of service. Now I'm completely stucked....
There is a massive cellular outage in the U.S. There is nothing you can do until the network issues are resolved. And calling AT&T is going to be a nightmare right now.
You can try using Wi-Fi calling.
AT&T customers report a massive outage, disrupting phone service across America

There is no outage. It's clearly an issue with 17.3.1. The other iPhones on my family plan did not updated and are working fine.
Apparently there is:
https://www.express.co.uk/news/us/1869552/us-mobile-networks-down-outage-apple-iphones-sos-mode
AT&T is reporting customers are starting to come back online and have confirmed an outage:
Only other service providers that use the AT&T network have been affected. If you have a phone on an AT&T network that is working, I would not restart it, as this may try to establish a different network connection that is not there.
Went to service provider. They replace my Sim card and a couple other things and now I’m back in business.
Apparently it is not the update. We have several coworkers with Androids who also lost service today. And I have another coworker with an iPhone who did NOT update and he also lost cell service. Towers are down. It's very random. I have no signal, but all three of my kids (same phones, same account) still have service.
Apple is denying any involvement…. But essentially their update is garbage and fried the SIM card in one of our phones. The only recourse we had was to contact verizon, they were able to do an “E-SIM” card on the device. Verizon instructed us to turn off automatic updates going forward. Definitely leaning toward android once our contracts are up.
Only way really to check is with Field test mode
put this into your dial pad and call
*3001#12345#*
look for RSRP signal -120 dbm means no signal and below 100dbm is ok
if your unable to locate a provider by settings - Network Selection and manual searches then speak with Apple Support
hi, from France
same pb with 17.3.1
Customer service insisted that it must be my phone and not the update. They offered me a paid repair, and when I switched to 17.4.... The network came back! I was almost ripped off by Apple!
Same symptoms. Went to Xfinity store. Tech replaced SIMM. Waited 5 mins to activate phone. Problem resolved.

My cell service just came back on when I was texting with apple support. They were suggesting I call my carrier at the time. None of the troubleshooting tips worked. Seeing on TV news there are cell service issues. Maybe in combination/incompatability issue with ios 17.3.1 ?
It has nothing to do with iOS 17.3.1. It's a network outage. Mostly AT&T but also some other customer.
Just asked an Apple rep and he gave me this answer, "AT&T, Verizon and T-Mobile all are having a nationwide outage. It is nothing wrong with your phone but the service is down with all us Major Carriers." We'll see.
Same in France and Indonesia. So it’s not just an AT&T issue, it has to be the update.
I’m currently travelling with both a French Sim card and an Indonesian one. Everything was working just perfectly until my phone did the update to iOS 17.3.1.
Thanks, appears to be an unfortunate coincidence the outage happened right after I updated.

I am having the same issue ( At&T) . But my friend’s phone ( T-mobile ) is working ( IOS 17.3.1)
Apparently, the outage is primarily affecting AT&T customers.
