IOS 17.3.1 issue SOS only
After upgrading my iPhone to 17.3.1 it’s now stuck in SOS only and I have no cell service. Restarting and reinserting the SIM card have no effect. Help!

I am having the same issue. Updated last night and now iPhone is stuck in SIS. Tried restarting phone and router, then rest network settings. Nothing worked. Help.
I just received confirmation that this is also happening to Verizon users. It looks like there is an issue with the iOS and not the carrier.
Come on APPLE. This is a joke that you even released this.

If your partner has a working phone, I suggest you do not restart it as it will attempt to establish a new network connection and most likely fail. The reason why you lost network connectivity is that the update requires a restart. You can see from other posts here that the same thing has affected other users who have not updated. You can blame who you want, but AT&T has taken responsibility and it also affects other carriers that use the AT&T networks. AT&T has reported that users are starting to come back online this morning as they are working to resolve the problem.
My phone updated to the 17.3.1 last night and now my phone is stuck in SOS mode. I need my phone for work.
My husband stayed with 17.2.1 and is not having any issues today. Has anyone else noticed this?
My wife and I are both on AT&T. I updated, she did not. She has cellular service and I don’t. Seems like an iOS issue and not an AT&T issue.
Went to service provider. They replace my Sim card and a couple other things and now I’m back in business.

Only other service providers that use the AT&T network have been affected. If you have a phone on an AT&T network that is working, I would not restart it, as this may try to establish a different network connection that is not there.
My cell service just came back on when I was texting with apple support. They were suggesting I call my carrier at the time. None of the troubleshooting tips worked. Seeing on TV news there are cell service issues. Maybe in combination/incompatability issue with ios 17.3.1 ?
I checked with ATT and there is NO outage in my area. I have 3 iPhones with att coverage. 1 updated automatically and the other 2 did not. Only the one that updated has no service. This is not a carrier issue. At least not where I am located.

If you are confident that it is an update issue, then restart one of your other phones to see if it will re-establish a cellular connection. Whenever an update is done, the phone restarts and that is where people are having trouble getting a connection. As reported by others here in this thread, they are having the same trouble without the update. It is kind of hard to not believe that AT&T is experiencing an outage along with other providers using the same networks when you look at the Downdetector site:

Don't restart your phones that are currently working as you may have the same problem with those phones as well. The problem is with establishing a cellular connection which happens after a restart, such as when your software is updated.

Have you verified that by restarting the phone that did not update? It appears to be a connection issue that is affecting phones after they are restarted, such as when any update has been performed. I don't recommend restarting the phone, because I believe you will lose service with that phone as well, but I wouldn't claim it is an iOS issue since it is happening to people who have not updated after a restart and on Samsung phones as well.

It's an AT&T issue. Lots of people who updated are also having the issue. As are people using Androids and basic phones. But, not everyone is.

I almost clicked “install” yesterday. Thank you for your comments and posts. Today I checked with apple support. And it seems theyre are yet to work on a fix.
In my observation based on all the posts and comments in here and in facebook, its not an issue with the network. It’s an issue with the recent update. I saw similar scenarios in my country. Devices unable to connect to their network providers right after the update some have occured much earlier but their responses are alo telling me its not yet fixed as of yesterday. I’m gonna call apple support to give the. The sane feedback so they can start working on a fix.
