IOS 17.3.1 issue SOS only
After upgrading my iPhone to 17.3.1 it’s now stuck in SOS only and I have no cell service. Restarting and reinserting the SIM card have no effect. Help!

i hope I’m the first person in the world to have the solution. Contact att have them delete and resend you a new eSIM. This was the solution that worked immediately. I assume it’s a new eSIM from their end, that’s what they told me. It’s actually an ATT issue due to their outage but somehow the iOS update made it worse.
My cell service just came back on when I was texting with apple support. They were suggesting I call my carrier at the time. None of the troubleshooting tips worked. Seeing on TV news there are cell service issues. Maybe in combination/incompatability issue with ios 17.3.1 ?

If your partner has a working phone, I suggest you do not restart it as it will attempt to establish a new network connection and most likely fail. The reason why you lost network connectivity is that the update requires a restart. You can see from other posts here that the same thing has affected other users who have not updated. You can blame who you want, but AT&T has taken responsibility and it also affects other carriers that use the AT&T networks. AT&T has reported that users are starting to come back online this morning as they are working to resolve the problem.

I almost clicked “install” yesterday. Thank you for your comments and posts. Today I checked with apple support. And it seems theyre are yet to work on a fix.
In my observation based on all the posts and comments in here and in facebook, its not an issue with the network. It’s an issue with the recent update. I saw similar scenarios in my country. Devices unable to connect to their network providers right after the update some have occured much earlier but their responses are alo telling me its not yet fixed as of yesterday. I’m gonna call apple support to give the. The sane feedback so they can start working on a fix.
There is no outage. It's clearly an issue with 17.3.1. The other iPhones on my family plan did not updated and are working fine.
For what it's worth... we have a couple retired first generation SEs (dead-end at iOS 15) in the house. When I swapped the SIM cards from our 13s ("SOS Only") to these SEs, they got a good cell signal and worked normally. We also have a retired 8, currently on iOS 16.1.1, and it shows "SOS Only" when I put a SIM card from the 13 into it. So this is more than just an IOS 17.3.1 issue.
3 iPhone in the house hold, all 3 under At&t network, all 3 did the update, 1 iPhone 14 pro and 2 iPhone 13 pro, only 1 of the 13 has signal other 2 are still stuck on SOS, reseted multiple times the phones, airplane modes, turn off celular network and nothing. any update from Apple would be nice at least
I checked with ATT and there is NO outage in my area. I have 3 iPhones with att coverage. 1 updated automatically and the other 2 did not. Only the one that updated has no service. This is not a carrier issue. At least not where I am located.

If you are confident that it is an update issue, then restart one of your other phones to see if it will re-establish a cellular connection. Whenever an update is done, the phone restarts and that is where people are having trouble getting a connection. As reported by others here in this thread, they are having the same trouble without the update. It is kind of hard to not believe that AT&T is experiencing an outage along with other providers using the same networks when you look at the Downdetector site:

It's an AT&T issue. Lots of people who updated are also having the issue. As are people using Androids and basic phones. But, not everyone is.
I am travelling in Indonesia with both a French sim card and an Indonesian eSim and I have no network. I read that people have experienced the same thing in France (where I am from). The issue isn’t just AT&T it has to be the update.
I updated iOS operating software to 17.3.1 pretty quickly as soon as it was released due to a work app that constantly hounds me to update when a new release comes out. I have an iPhone 12 Pro on the Verizon network that only started having this issue last weekend. One second I have service and the next it is gone and has been almost a full week without the message popping up again though it has happened twice in the last hour. I have had various success with turning the phone off, turning on airplane mode, or ejecting the SIM card. Not sure this helps but wanted to add to the complaints so hopefully something is fixed soon.

Well this isn't good. Sounds like it's a weird issue with the update and AT&T plans? I too have AT&T, updated last night and am now stuck in SOS. I have turned off/restarted my phone about 10 times and still stuck in SOS.
I just received confirmation that this is also happening to Verizon users. It looks like there is an issue with the iOS and not the carrier.
Come on APPLE. This is a joke that you even released this.
