IOS 17.3.1 issue SOS only
After upgrading my iPhone to 17.3.1 it’s now stuck in SOS only and I have no cell service. Restarting and reinserting the SIM card have no effect. Help!

i hope I’m the first person in the world to have the solution. Contact att have them delete and resend you a new eSIM. This was the solution that worked immediately. I assume it’s a new eSIM from their end, that’s what they told me. It’s actually an ATT issue due to their outage but somehow the iOS update made it worse.
There is no outage it seems woke up with SOS in the morning today

reset network -2 times
tried toggling airplane mode 100 times
tried restart 5 times
tried shutdown and switch back on 5 times
still same SOS message.
Same. My phone was working fine yesterday before I updated. If I knew this would happen, I wouldn't have updated my iPhone 12. I've restarted my phone a couple of times and it still doesn't work. I don't know the source of the problem, but Apple at least needs to announce something regarding this issue.

Don't restart your phones that are currently working as you may have the same problem with those phones as well. The problem is with establishing a cellular connection which happens after a restart, such as when your software is updated.

This issue has nothing to do with the update, or the model or brand of phone you have. It's an AT&T network issue.
I have two iPhones, one personal and one for work. Different models but both AT&T. This morning, both had service as normal. After updating my personal phone, it's now in SOS. My other phone that I did not update has service and is working as normal.

Have you verified that by restarting the phone that did not update? It appears to be a connection issue that is affecting phones after they are restarted, such as when any update has been performed. I don't recommend restarting the phone, because I believe you will lose service with that phone as well, but I wouldn't claim it is an iOS issue since it is happening to people who have not updated after a restart and on Samsung phones as well.

The fact that it's not affecting everyone is adding to the confusion, certainly.
Update: There is no outage where I am. I don’t have time for this crap today, so I just reset my phone and restored it from an iCloud backup from before the update and got a new eSIM card from ATT. Phone is still on SOS only.

Claiming that there is no outage in your area is irrelevant. Even if you call your neighbor, that call is routed all across the country where there are network outages.
I thought about calling AT&T for help, but I realized I don't have any signal so there's no way I can call them lol. I tried to log into their website and see if I can get online assistance, but AT&T website was trying to text me a verification code to login. Ironically, I coudn't receive any text because I'm out of service. Now I'm completely stucked....
I went through all of the steps listed within this thread with no joy, the SOS is still listed and unable to make a phone call. Wi-Fi is working correctly and I am able to send text messages via messenger. I did receive a comment that suggested there was an issue with my iphone, however couldn’t identify issue. As I cannot talk to a person, nor sign into my account with my carrier of stuck no luck there. Other iPhone on same plane without update are not having the same problem. Guess it’s not the end of the world time to go vote good luck keep me posted. I will stop by Best Buy and if I have resolution I shall post. Have a great day.
I am having the same issue. Updated last night and now iPhone is stuck in SIS. Tried restarting phone and router, then rest network settings. Nothing worked. Help.
I'm having the same issue as well. My phone updated last night and I'm stuck on SOS Only.
Could be but 3 phones on the same Att plan, only 1 updated and that one has no cell service now. Goes between SOS and no service.
