How to block a web page on iPhone

Youtube was blocked because of limited access in settings but now my brother found a way to enter youtube just by clicking some option when he opens the safari. (There’s no app, he enters it via safari) How can I block it entirely??

How do I permanently disable Safari on iPhone despite parental controls? How do I permanently disable safari? I’ve turned it off in parent controls and turned off the ability to download apps and he is still able to search for it on his Home Screen and redownload it.
