Charter email problems

I recently have what I now know is a common problem with charter email users. The problem is not being able to send emails from my phone. I could receive emails but not send them. After over 14 hours between Charter, who blamed Apple it was determined that it was a Charter problem, but in the meantime, after them having me change passwords and everything including storing everything to the iCloud and deleting everything from the phone so it is or was as out of the box. I know after hundreds of tries can no longer even enter the charter into my phone as an email account it only says "verifying" !!

Does anyone know a solution as how to get past trying to enter the account into my phone getting past it going to just "verifying" ? I see several solutions where people have stated to change the outgoing port number, but without getting past the verifying, it's impossible to do. Any help would be appreciated.
