You have what is effectively a lost or stolen iPhone, and you will either need the assistance of the Apple ID holder to release the Activation Lock, or present proof of ownership sufficient to convince Apple. Serial number and IMEI prove ~nothing. No one here can help, and absent convincing proof, Apple won’t.
