Please help,
I have transferred all my photos to a USB.
I can no longer access them on my iphone,
yet Icloud says I still don't have enough storage
to back up my iphone!
Storage is also still showing that I have loads of photos on my phone
though it's not obvious where!
I've also deleted apps I rarely use,
so how come I still don't have enough storage to back up on icloud

If not permanently deleted: Deleted photos may remain in the "Recently Deleted" folder for up to 30 days in case you need to restore them. See: Delete photos on your iPhone or iPad - Apple Support
or
You may just need to restart your iPhone to see the revised storage amount

Do you still have sync of Photos from iPhone turned on for iCloud?
or
Photos many remain in "Recently Deleted" in iCloud
Eg: Recover deleted files on iCloud.com - Apple Support
