iPhone SE not working without connecting to Wi-Fi after iOS 17.3.1 update

My iPhone SE is not working any more after IOS17.3.1. Only with wi-fi everything is OK.

My cellular carrier didn’t understand very much what I ask them to do. The girl I talked with asked me to try another CIM-card, so I bought pre-paid from another cellular carrier and that worked. I also tried my own SIM-card to my older iPhone 6s and it worked, too. But she told me that they had some problem with networks near my home and cental town. My friends didn’t have any problem with the cellular carrier, so I I was sure that the problem was ios 17.3.1. They said that everything should be OK after February and now it is OK.

So the problem was with my cellular carrier and not with IOS17.3.1.
