I bought a (legit) second hand 2nd gen pencil and it works except there's no option in settings to enable double tap. I've restarted my iPad (4th gen ipad air) and it is up to date. How can I enable double tap? I've attached a screenshot of my Apple Pencil settings page

Your screenshot also does not show the Pencil's current battery status - which suggests that the Pencil is either not successfully paired with your iPad, is inactive, or its battery is discharged.
With the Pencil paired with your iPad, please verify the Pencil model number from iPad settings:
Settings > General > About > Apple Pencil > Model Number
NB: This information will be visible when the Pencil is successfully paired with your iPad and is active.
