Monterey Installing on a second INTERNAL drive Mac Pro 2019

Perfect timing, I just finished doing a fresh install of Monterey on the second drive, went thru all the steps it looked fine. Then I shut down and made sure I selected the second drive as the boot drive and the unit quit, tried twice same thing, so I booted using Option and the original boot drive

The Allow option for boot or external media is ticked in Security

so I re booted in Start Up disk, chose the newly created drive and I got the window that says t"That Disk Is Encrypted, to unlock use password. I put password in and clicked waited for about 5 minutes nothing changes.

Solved my other problems but this remains as I was trying again to install an OS on the separate drive. You write, "Did you encrypt the drive?"

I formatted using APFS but when the install was finished and I rebooted the start up quit.

In Recovery it asks me to select the drive I want to open and then says drive is encrypted and to put in password

What Am I doing wrong in Disk Utility that is encrypting the drive when I format it??

I know if I remove file vault it will not ask me for password, so lets say I try this again, format the drive the way I did

APFS?

When do I go into terminal to paste the file vault command?
