Restoring state of Safari windows when re-opening Safari

I have a lot (!!!) of windows with multiple tabs in Safari on my iMac and laptop. I minimize most of them so that my desktop maintains a sense of order. But if I quit Safari and later re-open it, or restart my computer, Safari opens all the windows - not restoring the state of the minimized windows as minimized, which forces me to go through them all over and over again to minimize the ones I don't want open on the desktop. It's a royal PIA!

This didn't use to be the case. Safari used to re-open with the minimized windows still minimized, but no longer. And there doesn't seem to be a preference regarding this.

Anyone have any ideas, suggestions or tricks as to how to fix this?

Thanks!

I think I figured it out. It was Stage Manager (which I wasn't all that thrilled with anyway). Minimizing the windows wasn't minimizing them to the dock... it was minimizing them to Stage Manager, so when the app reopened, it simply reopened everything that was hanging out in SM. Turned it off, minimized the windows, quit Safari and re-opened, and sure enough, all the dock minimized windows now stayed in the dock, and only the "open" window(s) appeared on the desktop.

So much for Stage Manager... won't be using that much anymore!
