Keep iCloud Drive files downloaded

It's so infuriating when my documents get removed from local storage randomly and I have to click the icon to redownload them from iCloud Drive (I have a lot of free space in my Mac). Worse, there is no option to choose to keep them downloaded.

It happened to me before long flights, in hotels with bad wifi, in areas with no internet and I have to sit there doing nothing when I could have been doing work instead.

I tried moving files locally, but then I lose access from my phone or iPad.

Can we just have a toggle to keep files locally like Dropbox and Google Drive do?

You already do. Turn off optimize files in iCloud Drive settings. That will keep files on your Mac.
