IPhone 14 won’t update IOS or backup iCloud when connected to WiFi

My IPhone 14 won’t update to IOS 17.3.1 or back up iCloud when connected to WiFi. Everything else from web browsing, to using apps, to texting/calling (over WiFi) works when connected to the network, except for updating IOS and backing up icloud. My internet provider is COX, and we have COX Panoramic WiFi. We have tried resetting the WiFi, However other IPhone 14s connected to the network don’t have this issue and can function properly with no issues. We also have an IPhone 11 connected to the network that is experiencing the same issue. I tried testing the WiFi to see if it was just too slow to upload/download on, but I have 175mbs download and 27mbs upload.
