There was a question about this, but none of the answers worked for me. I've tried:
i also don't want to upgrade to macos ventura or sonoma, because i downgraded from there in the first place because of the bad battery life and performance

To find out if it's system wide or user specific, try this...
Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.
Does it work in the new account?
That seems to leave us with a serious Hardware issue, you'll have to have apple take a look at it.
EEEk... I think you'll have toend up shutting down & try a Safe boot...
Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes or more.
Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.
Hopefully you have a good current backup ot two!
Oh, sorry, I had a Memory lapse, for M2 Macs...
Start with this of M1 or M2 Mac...
On your Mac, choose Apple menu > Shut Down.
Wait for your Mac to shut down completely. A Mac is completely shut down when the screen is black and any lights (including in the Touch Bar) are off.
Press and hold the power button on your Mac until “Loading startup options” appears.
Select a volume.
Press and hold the Shift key, then click Continue in Safe Mode.
The computer restarts automatically. When the login window appears, you should see “Safe Boot” in the menu bar.
Restart normally.
I tried on my other acc and it didn't work either and I'm trying to make another acc and it's stuck on the "choose your look" page with the spinny ball and it's been like that for about 25 mins so Ig I have a new problem😭 and I'm scared to hard shut-down bc it might be writing smth and I don't wanna break my macbook even more :')
yeah so the setup page loaded into the test user and it still didn't work, and I tried safe boot again, and that didn't work as well ToT

I think you'll need to reinstall the OS.
