Every time I unlock my phone, I get the "Edit Home Screen" pop-up and I am unable to dismiss it. The touchscreen works fine everywhere else so I don't know what is going on. Because I can't dismiss the pop-up, I am unable to do anything on the phone. How can I get it to disappear?

There is no Cancel or Done button. The pop up is the "touch and hold any icon until it starts to wiggle, then drag icons to the desired locations" Since I just finished set up after a factory reset. The pop-up has a Dismiss button but it wont let me click it.
You are in edit mode.
Do you see a Cancel button (upper left corner of the screen) or a Done button (upper right corner of the screen)?
Tapping either button should exit the Wallpaper editor.
What happens if you simply swipe up from the bottom of the screen?
That opens control center
It's an iPhone 4s with iOS 9. I believe it says that under my original post but idk
I did a reset (holding down both the power button & home button for 10 sec) and that fixed it. Problem solved.
