iPhone 15 Pro Max Always ON enabled, but display still turns off

Always ON is enable, yet, as soon as I hit the power button to "turn it off" or it times out, the display goes out. Always on does not kick in.

iPhone facing up
it's not in my pocket or a bag
Sleep Focus is configured, but not turned on
Low Power is NOT on
iPhone is on my desk, not connected to CarPlay
Continuity Camera enabled, but not in use
I have my AppleWatch with me, 2 ft from my phone

What else should I be looking for?

Go to Settings > Display & Brightness, then turn off Always On Display. Then after 3-4 secs Turn it On again.

The iPhone display stays on while you’re looking at it, but it dims and eventually locks (for your security) when you look away for a while. If you need the display to stay on longer (for example, when you’re navigating with Maps), you can change how long it takes iPhone to automatically dim and lock.
