Card won’t add to Apple Pay on iPhone

Hello, I tried adding my capital one debit card to my iPhone for Apple Pay and it says card not added. I used a friends device, added perfectly fine. I contacted the bank and they told me it was apple’s problem. I scheduled a call with an Apple advisor and they hung up on me. Does anyone have a solution?
