Over 13 years old and Apple Pay still says I don’t meet the age requirement.

I’m over 13 and it still says that I don’t meet the minimum age requirement for Apple Card. I tried changing my birthday year and it still says the same thing.

How old do you have to be to use apple pay Every time I try to set up Apple Pay, it says I do not meet the minimum age and I don’t get it because everybody else my age can set it up.
