My son cannot use his Gmail address to create a new Apple ID because it is considered invalid or in use. Any suggestion to solve this issue?
There’s a big difference between invalid and in use. If it is used as a rescue email address for any Apple account it cannot also be used as an Apple ID. But he can create an iCloud account and use that.

As it says, You may already have an Apple ID associated with this address

In the case he should not succeed, does he have to change his email address and create a new Apple ID?
He can create new email account on any ISP (gmail, yahoo, AOL, outlook, etc), then change his Apple ID to the new one.
