iPad device icon not showing in iTunes when connected to Win PC

Win 10 (latest), iPad Mini 5, iOS 17.3.1, iTunes 12.13.1 -- I turn on my iPad Mini and connect it via USB cable directly to my Win 10 PC. Then I open iTunes and Trust the computer connection to the iPad. However, the iPad device icon does not in iTunes. What I'm trying to figure out is why. Instead, it opens an iPad Photos screen on the PC, which I don't need, and in iTunes there is eventually the error message: "An unknown error occurred (0xE800000C)." I've tried three different USB ports on the PC and two different Apple cables. What might be going on?

To be clear, Windows is seeing the iPad, but the iTunes doesn't see the iPad. In the process of trying to make the connection, it struggles and then throws up the 'unknown error' message. How can I solve that? The iPad Photos screen mentioned in the OP is really something Windows (MS) throws up in seeing the iPad (its lower right error message may be part of the same problem though).
