The Mac, iPhone and iPad do not connect or "pair" via Bluetooth in the traditional sense as would headphones or mouse and keyboard.

Any features that they can take advantage of simply require that Bluetooth be enabled on each device, as well as that devices be connected to the same wi-fi network and signed into the same Apple ID.

Syncing between the Mac and the devices will take place in the Finder or Music or Photos apps via USB connection or via wi-fi.

What exactly do you hope to do once you get them to connect?

As I posted above, the iPhone and iPad devices do not "pair" directly with the Mac via Bluetooth and therefor will not be displayed in the Mac's Bluetooth panel list of devices.

You may locate either device in the sidebar of a Finder window on the Mac if you connect them with a USB cable. Finder will be the way to sync data and backup your devices to the Mac.

That is not the Bluetooth connection that allows that. It's the Mac or iPad using the iPhone's built-in Wi-Fi hotspot. The iPhone still connects to the internet via the cell service and serves up the content to the Mac and iPad using the personal hotspot.
