Apple Pay has been disabled because the security settings of this Mac were modified!

After hours on the phone support I have solved it by creating a TEST user as admin. Login to test user and then when you try to add the cards, it will say they are on another user account. Do you want to reset Apple Pay? I reset it and logged back into my normal user and it worked! A reset button for Apple Pay would be so much easier!

I did try all the suggest advice and none of them helped. From changing security setting to secure and unselecting the install updates in Software Upates and also starting in Safe Mode. The only one that worked is the Test User and reseting it from there.
