Why is screen time limits not working on a child account ?

I found *multiple* entries of people systematically asking why the limits on child accounts don't work. I followed exactly all the steps listed in https://discussions.apple.com/thread/254057710?answerId=257617565022&sortBy=best#257617565022 , but my sun can keep on playing games all the time he wants. So the bottom line quest is if the feature is really working ??

BTW, I know for sure my son does not have the password because the "Downtime" works. However, the app limit simply does not.
