I'm having similar problem, I purchase a subscription within a LIVE and I get that exact same error message, Apple doesn't know why. In my case the payment completes but Apple refunds it immediately. Bank is fine it's not on their end, I personally think it's a glitch between Apple and Tiktok. I'm wondering if it could be reported to Apple Tech support instead of itines.

No, as I said it's the SECOND time, first being prior to the Cloud strike, and 2) it clearly says "Apple Service Error" and the contact us goes straight to Apple. it's not related to live gifts either, I purchase those thru a different website for a discount.
What did iTunes support say when you contacted them?
So far they said it is not a card issue and more of an issue with the app. And if the problem persists to e-mail TikTok...which I doubt would be helpful at all.
