How to reset security questions, or otherwise get my content back, or a refund?

I am unable to get into my Apple account because I it is saying the answer I am providing to the security questions are not correct. I believe they actually are correct, but of course that doesn't matter.

They provide a link to reset the security questions... which just leads to a page that says they don't have enough information to reset the security questions. This is, as I understand it, because I don't have 2 factor authentication turned on because I haven't used my account much over the past few years when they introduced it.

So when I call support, they tell me that if I cannot answer the questions, then there is absolutely nothing they can do to get me access to all the content I've purchased. Of course, they are happy to help me setup a new account with none of my purchases.

My son loves music, and I would have started purchasing music again for him to listen to on an iPod Touch. It sounds like I will want to look for another service at this point though.

But... having said that I thought I'd just ask and see if anyone has any ideas on further steps I could take to get access to my stuff?
