How do I enable System extension on macOS Ventura 13.6.4?

VeraCrypt will NOT open, for System extension is blocked. I need to go to Privacy and Security, then to General preference and allow loading system software from developer “Benjamin Fletcher”. But in Ventura 13.6.4, there is no General settings inside of Privacy and Security.

That is referencing the older System Preferences which had a "General" tab. However, macOS Ventura changed the System Preference into the System Settings app modeled after the iOS version so things have moved & changed a lot.

Have you scrolled down the Privacy & Security section? Scroll past the list of apps in the "Privacy" section at the top, then you will see a section titled "Security" where you should see the button to allow an exception to this software. However, there is a timer so you must access this section within 15 minutes IIRC.
