Could not load Java settings pane on MAC
When I installed Java(jdk-8u401-macosx-aarch64.dmg or other versions)
I can see java version in Terminal by "java -version", but It didnt open Java Panel in SystemSettings.

I'm doing the same work on M1 and M3, i.e. macOS versions are the same and so are Java, PostgreSQL..
Based on some web searches for pgAdmin and -10669 (details), it appears that this is due to loading an Intel build, and that needing Rosetta 2.
If there's no Apple silicon native build available for whatever you loaded and you're necessarily using an Intel build, load Rosetta 2, and see if that resolves this.
Also recommended there is Postgres.App, which seems a good approach for requirements involving PostgreSQL on macOS.
And as an alternative to pgAdmin and what that requires (e.g. Java), have a look at PSequel.

And also, installing PostgreSQL(14 or 15 or 16), PostgreSQL server is working by SQL shell but pgAdmin is not working (pro M3 ).

Above situation in macbook pro M3, but Java Preferences app is working in macbook pro M1 at same version of macOS.
