Does this amount of storage being taken up make sense?

I have an iphone 11 on IOS 16 with 128Gb of storage. Currently it says that my photos take up 36.93gb and that my storage is at 94gb used up. But the usual average of my storage for the past few days has been 77gb-86gb with fluctuations from the system storage.

i have 13,578 photos and 1,560 videos. Most of the videos (maybe 15 videos aren’t) are tiktok videos that are usually 1-5mb.

thing is, my storage has been weird sometimes where it drastically changes my photo storage and overall storage. There have been times it was at like 112gb and either bumped up my photo storage or system storage by a lot. But after a restart it would work itself out and go back to the average GB of what it was before it got weird.

Currently, factoring in all apps, files, ios storage, and average system storage with the usual amount of photo storage that my phone gives me, my storage should only be 86gb tops.

Do my photos actually take up a tremendous amount of storage but most of the time my phone just isn’t able to detect it or is my phone’s storage just being weird from time to time?
