Files "on my phone", but not in iCloud

I have some items in the Files app on my iPhone that I want to be able to open on my PC. but whenever I go to iCloud.com, none of them are there.


I checked my iCloud settings, and iCloud drive is set to sync, including "documents and data". I've force synced it, toggled it off and on, and waited a full day. Still nothing.


Is the "Files" app on my iPhone kept separate from iCloud? how can I sync it?

In the Files app on your iPhone - files located "On My iPhone" are only on your iPhone. Should you want it to sync via iCloud, move it to the iCloud Drive using the Files app as well. That will sync those files across devices.
