Why does cleaner app keep popping up on my phone an I can’t delete it

Some websites can have popup advertisements: Block pop-up ads and windows in Safari - Apple Support

If you’ve loaded a “security” app or loaded a first-few-hops VPN client app, remove it, and restart, and check again.

Your iPhone 7 should be updated to and running iOS 15, too.
