You need to determine if the DVD drive itself is recognized by the Mac or if it is just the CD/DVD that is not seen. Within the Apple System Profiler, check to see if you see the physical DVD drive listed under the USB section. You can access the System Profiler by Option-clicking the Apple menu and selecting the first item. If you see the physical DVD drive listed, then most likely the CD/DVD you are trying to access is bad or possibly in a format too old for more recent versions of macOS to read.

If the physical DVD drive is not seen:

Not all external devices are compatible with an Apple Silicon M-series Mac.

Make sure to connect the drive directly to the laptop.

Disconnect all other external devices in case one of them is causing a problem.

Try booting into Safe Mode to see if you can access the DVD drive.

Try using another cable and adapter.

It is possible the laptop is not able to provide enough power to use this DVD drive. If the DVD drive has an external power supply option, then use it, otherwise you may need to connect the DVD drive to a powered USB3 hub so that the hub can supply more power to the DVD drive.

If you are using an Apple Super Drive, then it must be connected directly to the laptop. Try using the Apple USB-C to USB-A Adapter with it. I know that some Apple Super Drives will not work with certain model Macs at all.
