can't login to Apple ID on my MacBook

Hello,


I can't login to my Apple ID on my MacBook Air (13-inch Early 2015 MacOS 10.13.6 High Sierra). After typing password, red caption appears that says something like 'Failed to perform action. Please try again.' And I can't sign in to App Store either.


I followed the steps specified at If you can't connect or sign in to iCloud - Apple Support

Problem remained. But I can login to my account on site appleid.apple.com. So, I have the right ID and password. That means I don't have to reset password.


And there is two-factor authentication on that site, so the issue may be with that authentication. I typed in Apple ID on my MacBook again, then password and right after the password in the same text field appended the verification code that I used when loging into my account at appleid.apple.com. After that, another red caption appears that says something like 'Invalid Apple ID or password.'


I had no choice but to click on 'Forgot AppleID or password' and try to request password reset, but red caption #3 appeared that said something like 'An unknown error has occured.'


Please, help!


P. S. I tried setting up another admin user account to see if the same problem continues, still can't login to Apple ID.

I don't have any Apple devices, but appreciate your reply, thank you!


Someone in community suggested trying safe mode to fix this issue. I tried booting in safe mode, but the problem is still here even though I deleted login items.


Also I turned off vpn and don't have anti-virus.


Finally, I decided to restore macOS. Tried it using


1) option+cmd+R. When trying to restore, I faced another problem: it requires Internet connection and password WPA2. In the right top corner I saw that my wifi is on, so I have Internet: my net is there but with lock sign, it requires password (WPA/WPA2 Personal). Security of my net in System settings is WPA/WPA Personal, I didn't set any password actually.


2) cmd+R. When trying to restore this way, it cannot connect to the server.


Don't know what to do. Restore to factory settings? In this case mac os will be OS X Capitan. Will I be able to update to OS Monterey or newer and App Store too?
